Optimization Action `remove_addon`

This page explains when the engine selects remove_addon, add-on evidence requirements, and savings logic.

When remove_addon is selected

The action is selected only if all of these checks pass:

• SKU is recognized in the add-on catalog.
• Catalog entry supports automatic removal recommendation.
• Add-on evidence source is available.
• Add-on activity status is either:
  • inactive_in_window, or
  • no_activity_observed.

Why this action is selected

• Add-ons are reclaimed only when deterministic evidence indicates no recent usage.
• The engine avoids add-on auto-reclaim when telemetry is unavailable or automation is not implemented.

Current implementation behavior

• Copilot add-on (COPILOT_M365) can produce automatic remove_addon recommendations when inactivity criteria are met.
• Power BI / Visio / Project add-ons currently remain review-first due to capability limitations in this release.

Savings calculation

• Monthly savings = add-on monthly price.
• Annual savings = monthly savings * 12.
• If pricing is unknown, savings are omitted.

Concealed report identity guardrail

When Microsoft 365 report identities are concealed (or the setting cannot be verified), the engine blocks automatic add-on removal even if the add-on source reports inactivity. This is because concealed identities prevent reliable user-level mapping — the engine cannot confirm that the inactivity evidence belongs to the correct user.

In this state, affected add-on opportunities fall back to review_only with a note explaining why automatic removal is disabled. The Optimization and Settings pages show a banner recommending that concealed names be disabled in the tenant’s report settings.

Related safeguards

• If add-on evidence is unavailable, unsupported, or indicates recent activity, action falls back to review_only.
• If report identities are concealed or unverifiable, automatic add-on removal is disabled.
